Can you explain exactly what the plugin would do and (if possible) why you want it? Perhaps you're thinking of something like WordPress's WP-Ban plugin:

yes. this is what i want.. because i'm getting lots of spammers .. on my blog. how do i upload the plugin onto my blog .. please and thank you very much.

That plugin isn't available in Blogsome, and will probably not be made available. However, there may be some other way of beating the spammers. Is it trackback spam you're getting, or comment spam, or some other sort of spam?
If you can give the name of your blog, that would be helpful. (You can email it privately to me, if you like.)
